    As the world is embroiled in economic recession, with United States of America being most affected by it, the U.S. government has embarked itself on the path to safeguard and secure the interests of fellow American citizens.

    Under the initiation of Republican Senator from Iowa, Chuck Grassley, and independent Senator from Vermont, Bernie Sanders who wished to impose a blanket ban on H1-B visas had to be satisfied to with a slight amendment to their original proposal. Nevertheless, this amendment does its level best to provide job security to American citizens.

    The companies who have received fund by Troubled Assets Relief Programme (TARP) will be now known as H-1B dependent company. They will have to first give priority to American citizens with regards to jobs and ensure that in no way American citizens are rendered unemployed while they set about hiring foreign nationals.

    In situations where American labor force exists and is found suitable for the job, they should be given prime importance and only in the case of specialized skill sets required, companies can seek out employing foreign nationals that too for a limited period. Especially in case of banks which have benefited the most from the Troubled Assets Relief Programme (TARP), it becomes very crucial for them to employ as many Americans possible and ensure that the tax payer’s money is being utilize to benefits its fellow citizens only.

    Similarly if after employing a H1 B visa individual for a particular job position, if within a 90 day period, they come across an eligible American national, they will have to employ him and the H1 B individual will be out of his job.

    Meanwhile, for companies and foreign nationals, this proves to be a dicey situation wherein on one hand survival of a job or a business requires use of cheap but skilled labor in a move to cut costs while the government policies are making them labor at higher rates.

    This move and amendments narrows down the job market and leads to a great degree of uncertainty for job aspirants seeking job at offshore locations. Extremely vulnerable and unpredictable situations have shaken and led to low morale of most of the workers. Increasing levels of anger and frustration are now being clearly visible all around the world.

    What remains to been seen as to how the various governments of world and governing bodies effectively tackle such situations in order and bring again feelings of stability and security in their citizens. They will need much more to do rather than announcing bailouts and stability packages.
